- Established African institutions that can assemble a credible multi-country consortium.
- The main hurdle
- Each national consortium member must satisfy its own country's funding rules while the overall proposal remains coherent.
- Start early on
- Country partners, council-specific budgets and cross-country work-package allocation.
- Watch out for
- Do not present Uganda's UGX 500m ceiling as the total project ceiling.
