How to Write a Research Problem Statement Without Starting With “Globally…”
A strong research problem statement explains what is happening, why it matters, what existing evidence already tells us and what important uncertainty remains. Global statistics can provide context when they are relevant, but a geographic funnel is not a substitute for identifying the research problem. The statement should lead logically to a question your proposed study can actually answer.
Globally...
In sub-Saharan Africa...
In East Africa...
In Uganda...
In District X...
In University Y...
Therefore, this study.
You have taken the reader on a six-stop geographic tour.
We still may not know what the research problem is.
There is nothing methodologically illegal about opening with a global statistic.
The problem is using geography as the structure of the argument instead of explaining the uncertainty your study needs to address.
What is a research problem statement?
The problem statement explains why the study needs to exist.
WHO's recommended research-protocol structure describes the rationale as a well-documented statement of the need or problem in light of current knowledge, and expects it to explain why the research is needed and what its relevance will be.
In practical terms, a strong problem statement should answer four questions:
- What is happening?
- Why does it matter?
- What do we already know?
- What remains uncertain that this study can realistically address?
That fourth question turns a general topic into a research problem.
Why does the “global-to-local funnel” often fail?
The geographic funnel is popular because it gives writers a structure.
Unfortunately, it can create a paragraph like this:
Globally, 164 million women have an unmet need for contraception. In Africa, unmet need remains high. In East Africa... In Uganda... In Wakiso... At University X...
Those statistics may all be true.
But the reader still needs to know:
What is the specific unresolved problem?
Low use?
Poor access?
Method discontinuation?
Lack of informed choice?
Provider restrictions?
Commodity insecurity?
Measurement?
Implementation?
Decision-making?
The funnel can describe magnitude without establishing the question.
Context tells us where the problem lives. A problem statement tells us what we still need to understand about it.
A four-part structure that works better
Part 1: What is happening?
State the problem directly.
For example:
Despite the availability of youth-friendly sexual and reproductive health services at several universities, utilization remains low.
Now we know the problem.
You can support the statement with relevant data.
Do not begin with the entire global burden if the study is about a specific service-use problem.
Part 2: Why does it matter?
Explain the consequence.
For example:
Low utilization may limit timely access to contraception, STI care and counselling, particularly for students who have few alternative sources of confidential care.
This tells the reader why the problem deserves attention.
Consequences might be:
- clinical;
- social;
- economic;
- programmatic;
- methodological;
- policy-related.
Avoid generic statements such as:
“This is a major public health problem.”
Show why.
Part 3: What do we already know?
Synthesize the evidence.
For example:
Studies across university and adolescent populations identify confidentiality concerns, provider judgement, stigma and perceived lack of privacy as recurring barriers to service use.
Notice what this is not:
Smith found... Okello found... Achieng found...
The literature review has already done the work.
The problem statement needs the pattern.
Part 4: What remains uncertain?
This is the research gap.
For example:
Less is known about how students weigh these concerns when deciding whether to seek care in university-linked services, where the act of entering a service may itself be visible to peers, staff or acquaintances.
Now the proposed study has somewhere to go.
weak versus stronger problem statement
Weak version
Globally, millions of young people experience sexual and reproductive health challenges. In Africa, adolescents continue to face barriers to SRH services. In Uganda, youth-friendly services have been introduced, but utilization remains low. At University X, there has been no study on SRH services. Therefore, this study will assess barriers to service use.
Problems:
- the argument is mostly geographic;
- “barriers” are not well specified;
- the gap is only absence of a local study;
- it does not show what existing research cannot explain;
- the method could be almost anything.
Stronger version
Despite the availability of youth-friendly SRH services at several universities, service utilization remains low. Existing studies identify confidentiality, provider attitudes and perceived stigma as recurring barriers, but provide less understanding of how students weigh these concerns during decisions about seeking care. This is particularly relevant in university-linked services, where students and providers may operate within overlapping social networks and the act of seeking care may itself become visible. Understanding that decision process is important because expanding service availability alone may have limited effect if students consider the services socially unsafe.
No world tour required.
The paragraph gives us:
- the problem;
- consequence;
- known evidence;
- unresolved mechanism;
- rationale.
When should I include global statistics?
When they help the argument.
For example, if your study addresses:
- a globally important disease;
- an international target;
- a cross-country policy issue;
- a burden whose scale helps establish importance;
a global estimate may be useful.
The rule is not:
“Never write globally.”
The rule is:
Do not mistake geographic zooming for reasoning.
A single relevant global statistic can be stronger than five prevalence numbers marching down a map.
How much background belongs in the problem statement?
Enough to establish the problem.
Not your entire literature review.
A problem statement usually needs:
- the important magnitude or pattern;
- consequences;
- the most relevant established evidence;
- the gap;
- the rationale for your specific study.
If a paragraph is explaining every determinant ever associated with the outcome, it may belong in the broader background or literature review.
Bench Check: “therefore this study”
Search your proposal for:
“Therefore, this study...”
Now read the sentence immediately before it.
Does that sentence establish a knowledge gap?
Or merely state:
- the prevalence is high;
- the problem is serious;
- no local study was found?
A serious problem does not automatically create your specific research question.
You need the bridge.
For example:
We know X. We still do not know Y. Knowing Y matters because Z. Therefore, this study will...
Your problem statement should predict your research question
Suppose your problem statement ends with:
We know little about how students weigh confidentiality risks during service-seeking decisions.
Your question might naturally be:
How do university students describe confidentiality concerns when deciding whether to seek SRH services?
Good alignment.
But if the next section says:
Objective: To determine the prevalence of modern contraceptive use.
We have switched studies between paragraphs.
The problem statement should create the question.
Not merely create urgency.
A useful structure is:
Problem: [What is happening, supported by relevant evidence.]
Importance: [Why this pattern has consequences.]
Known evidence: [What the literature consistently establishes.]
Gap: [What remains inadequately understood or estimated.]
Rationale: [Why answering the gap matters and what your study will contribute.]
For example:
Modern contraceptive methods are widely available in many urban settings, yet women may still be unable to obtain a method that fits their preferences. Existing research documents barriers related to stock availability, provider practices and concerns about side effects, but service readiness measures often capture whether a method is present rather than whether a woman can obtain her preferred method through a respectful and informed process. This distinction matters because programmes may appear well supplied while still failing to provide meaningful choice. The proposed study will therefore examine women's experiences of method choice alongside facility and provider conditions.
Adapt the structure to the evidence.
Do not paste it into a different topic and call it a problem statement.
Take your current problem statement.
Highlight every sentence in one of four colours:
- What is happening
- Why it matters
- What we know
- What remains uncertain
If one colour is missing, you have found the weak point.
If 80% of the paragraph is prevalence statistics, you probably have background.
Not yet a research problem.
Frequently asked questions
- How long should a research problem statement be?
There is no universal word count. It should be long enough to establish the problem, relevant evidence and gap without duplicating the full literature review.
- Should I start a problem statement with “Globally”?
Only if the global evidence genuinely helps establish the problem. It is not a required opening.
- What is the difference between a problem statement and a research gap?
The gap is the specific uncertainty or limitation in existing evidence. The problem statement is the broader argument explaining what is happening, why it matters, what is known and why addressing that gap is worthwhile.
- Should I include statistics?
Yes, when they establish magnitude or pattern. Use the most relevant statistics rather than assembling numbers from every geographic level.
- Can a research problem be practical rather than theoretical?
Yes. Health systems, programme implementation, service quality and policy problems can all motivate research, provided the study identifies a researchable uncertainty rather than merely describing a management problem.
